The US Releases Its National Security Strategy
What is the National Security Strategy?
Late at night on December 4, 2025, the White House released a 33-page National Security Strategy. As the Trump administration's first overarching global strategy since returning to the White House, it is one of the highest-level guiding documents in US national security.
The National Security Strategy is a national security policy guidance document that, under the Goldwater–Nichols Department of Defense Reorganization Act of 1986, is signed and issued by the President and submitted to Congress. Since the Reagan administration first issued one in 1987, each administration has used it to set out America's national security goals for a given period, its reading of the international situation, and its strategy for using national power in diplomacy, economics, the military and other areas.
At its core, the version released by the Trump administration this time pulls back the global strategic front lines and focuses on core interests, proposing to abandon the idea of global hegemony and shift the strategic centre of gravity to the homeland and the Western Hemisphere. It not only serves as the core guide to how the US government will govern, but also profoundly affects global geopolitics, US–China relations and how America works with its allies.
I've copied out the report's outline and content below — savour it yourselves 😂
I. What Is America's Strategy? 1. How America's "Strategy" Went Astray 2. President Trump's Necessary and Welcome Correction II. What Should America Pursue? 1. What Do We Actually Want? 2. What Do We Want from the World? III. What Means Does America Have to Achieve These Aims? IV. Strategy 1. Principles 2. Priorities 3. Regions A. Western Hemisphere B. Asia C. Europe D. Middle East E. Africa
And then… the AI's reading nailed the truth 🤣, so I'm posting it here unedited~
- The President's Foreword | Not a policy document, but a "victory declaration"
Key points
The strategy takes "we have already won" as its narrative starting point
It describes the past several years as "weakness, wokeism, failure," and casts the current administration as the restorer of order
Security, diplomacy and economics are unified into a single narrative: America is once again the centre of the world
"America is strong and respected again — and because of that, we are making peace all over the world."
"This is a roadmap to ensure that America remains the greatest nation in human history."
- What Is Strategy | A full reckoning with "post–Cold War American strategy"
2.1 Why strategy went astray — Key points
It explicitly rejects the post–Cold War "global governance" and "moral expansion" strategies
It argues that America was dragged into conflicts unrelated to its core interests
It traces the root of the problem to:
globalism, the illusion of free trade, dependence on international organisations, allies free-riding
"The purpose of foreign policy is to protect core national interests; that is the sole focus of this strategy."
"Our elites not only pursued unachievable goals, but destroyed the very foundations needed to achieve them."
2.2 Trump's "necessary correction" — Key points
It defines Trump's course as a historical course correction
The core is not "radicalism" but "a return to reality"
It poses three questions that form the logical skeleton of the whole document:
-
What does America want?
-
What means does it have?
-
How do we match the two?
"Continuing America's trajectory is the central purpose of this document."
- What America Actually Wants | A highly "concrete" list of national goals
3.1 At home: what must America hold on to? Key points (highly important)
America's goals are no longer abstract, but very concrete, quantifiable and defensible:
the survival of a sovereign nation (borders, immigration, population control)
the industrial base, energy independence, supply chain security
military superiority (conventional + nuclear deterrence + missile defence)
technological leadership (AI, biotech, quantum)
cultural and spiritual order (anti-"wokeism")
"The first objective is to ensure the continued survival and security of the United States as an independent, sovereign republic."
"Without spiritual and cultural health, long-term security is impossible."
3.2 Abroad: what does America want the world to "go along with"? Key points
The world is not a community of values but a system for coordinating interests
The demands on every region revolve around one key idea:
do not harm America's security, economy and sovereignty
"These are the core national interests America must prioritise; ignoring them would endanger ourselves."
- America's Tools | A "balance sheet" of national capabilities — Key points
This is the chapter that reads most like an investor's view:
It treats America's national capabilities as a set of "deployable assets"
Including: the dollar, technology, financial markets, military power, the network of allies, geographic advantages, cultural soft power
It also stresses removing DEI and rebuilding capability and the merit system
"The goal of this strategy is to integrate these world-leading assets to strengthen American power."
- Strategic Principles | "America First" systematised — This is the key chapter for understanding the document's values:
It no longer uses traditional left/right labels
It spells out several foundational tenets:
national interest first
peace through strength
non-intervention is a predisposition, not a dogma
sovereignty above international organisations
fairness above efficiency — pay attention, class 🧑🏫
"The nation-state is the world's most fundamental political unit."
"The world works best when nations put their own interests first."
- Strategic Priorities | America is no longer the "world's backstop"
6.1 Ending mass migration
It defines migration directly as a national security issue
It stresses: who comes in determines the nation's future
"Border security is the cornerstone of national security."
6.2 Rights and freedoms: "value export" in reverse
It no longer assumes "the democratic camp is inherently righteous"
It explicitly opposes speech censorship and elite control within allied countries
"Any abuse of power in the name of 'defending democracy' must be held to account."
6.3 Economic security = national security (extremely important)
Reindustrialisation
Reshoring supply chains
Energy dominance
Rebuilding the defence industry
Maintaining financial hegemony
"The future belongs to those who make things."
"Economic security is the cornerstone of national security."
- Regional Strategy | The world re-zoned and re-ranked
7.1 Western Hemisphere | A Trump version of the Monroe Doctrine
It makes clear: the Western Hemisphere is America's security heartland
Prevent any non-hemispheric power from making inroads
"America must remain pre-eminent in the Western Hemisphere; this is the precondition for security and prosperity."
7.2 Asia | Win the economy, don't fight a war
It defines US–China competition as primarily an economic and technological battlefield
War is failure; deterrence is the goal
"Strong deterrence creates room for more disciplined economic action."
7.3 Europe | The problem isn't defence spending, it's civilisational confidence
Europe is seen as "a civilisation losing its sense of self"
What America wants is a Europe that is self-reliant, strong and not overly dependent
"Europe's real crisis is the loss of civilisational confidence."
7.4 Middle East | De-ideologise, shift toward deals and stability
America will no longer "remake the Middle East"
The focus is energy, shipping lanes and Israel's security
"The era of the Middle East dominating American foreign policy is over."
7.5 Africa | From aid to investment
Abandon value export
Focus on resources, energy, minerals and the security of trade
"America should shift its relationship with Africa from an aid model to an investment-and-growth model."
All in all, the report redefines America as a "realist nation" built around sovereignty, manufacturing power, energy, technology and cultural confidence, and tells the world plainly: America will no longer underwrite abstract values; it is responsible only for its own long-term strength.
